To date, it has not been resolved... *They hit the jackpot when they hired the assistant manager, Andre. He is a very professional, hard working young man, who is also proficient at what he does. The manager on the other hand is totally opposite. She will prevaricate and procrastinate on handling urgent, important matters. *The maintenance staff is very nice and agile when fulfilling and handling the work orders submitted. *The grounds are always well kept. *The neighbors stay to themselves, keeping the noise at an acceptable level. *You can rarely ever contact any office staff/personnel over the telephone. *Overall, these Townhomes are an ideal place to live. I would love to live here if my problem be rectified soon. *Trust me, I would have rated the office staff a five-star had the assistant manager stood alone. VERNA”

The "NEW" management is worse then the previous they try and fine you for anything they possibly think of like if you have your keys stolen and need a spare BAM 50$ per key and if they dont have a backup key they charge you even more to replace the locks, my 2 sinks are still broken, i got stuck in the elevator for over an hour, if somethings broken fix it yourself, roaches big and little ones, dog poo all over the grounds, sometimes ppl leave trash in the hall and it smells like poo, the water is hot and cold, i have a 2 bed 2 bath and pay roughly 940 only half of my apt works that includes the holes for the "plumming system " all over my roof, the light sockets dont all work, one of my showers will not shut i have too keep the water off on that one no matter what, my daughters window had a rock thrown it in they never fixed it. ALL BILLS PAID trust me its not worth it my door had tried to be broken into while i was in the apt!”
“This is the worst place you can ever live. The management team -------------- who man the office treat you very unprofessionally. They could care less about any issues you address. The maintenance is poor, nothing gets fixed, the ac worked on and off most the time not. The stove broke several times, the water leaks were basically given a bandaid but never fixed or truly addressed. The roach infestation worsened when they started some new fire sprinkler system which they started on 3/2015 and had holes and visible tacky orange piping throughout the apartment still unfinished when I moved out 10/15. They would get a real pest control so you become a recluse in your own apartment and can't invite anyone to your home for the fear of roaches making an appearance. I spent endless dollars of my own money trying to fog and deal with the roach problem myself. The truth is that place should be condemned and not suitable living conditions. They also had the nerve to raise the rent with all the issues that went unresolved during my entire stay. The Health department needs to investigate as well as the BBB. Heartless management and a miserable living for the poor residents still stuck there.”

If you want a family environment for your home this is it. I won't be moving anytime soon.”

The staff on occasion may forget something yet we all fall short but they make up for it in the end. The grounds are always well kept. I enjoy watching the kids playing near the playground. Safety here is better than most apartments. The gates being close help keep out any rift raft. Maintenance is great especially with the outgoing personality and constant smile of the maintenance guy. I've had my share of problems here but anywhere you go there are issues to work through. Noise I would say is fair in a family community. With me being OCD, picky, and outspoken Plum Creek is a great place to make home.”

For a small 1 bed 1 bath apartment I have had high bills and just this month alone $100. Not even a homeowner pays this much in this neighborhood. I actually enjoy living here minus the negative I have mentioned. As for the office staff, I've seen about 4 ladies come and go since I've lived here and none of them were helpful not to mention the manager is rude. Maintenance is good, I think that's a plus plus plus! I'd second guess moving here only because of the water bills and high rent. Income based is not exactly what they go by.”

It took them until I had a rat in my apartment to come fix my door guard on my door ( which I put on my inventory list when I moved in six months ago.) The the maintance crew is very slow on fixing things, and they don't say maintance when they come to your door. Instead they knock once and then start trying to unlock door knowing you are in the apartment. I wouldn't recommend anyone to move here. On top of that Heidi, one of the managers has an awful attitude, bad customer service. She is quick to rush tenants off the phone when they are calling to get maintance to fix something or ask about an ticket they put in. They should have kept Leslie and Melana in the leasing office and fired Heidi.”

We decided this was the place for use right away...the bedrooms were great in size and the master bedroom closet was like a dream. My husband (fiancee at the time) had a broken lease and a criminal backround from being a dumb kid and smoking weed so even though I had no job they told us they were putting the aapartment in my name because if they ran him they woukd have to deny us. I thought that was weird for a manager to do but really loved the closet so I agreed. The roaches were an issue, but I bought spray and kept a clean home. The office employees however would break into my home and remove my dog from his kennel and leave notes saying things like I'm going to lock you in a cage. I was anniyed by this but after complaining to the manager about her employees breaking into my home and being told that I should just not put my dog in a kennel when I leave (which anyone who oens a dog knows that dogs need their kennel to feel secure and so they won't go apeshit and tear up everything). So I began leaving my dog in my patio when I left. The employee then began leaving more notes with threats and used a screw driver to pop the lock on my patio door and let the dog into my home. I lived on the first floor so there was a 5ft fence and concrete slab which we also left a pillow for him aswell as food and water. That issue was annoying but not enough to make me leave. Then one night we went to my sisters house for a party...this is when it got bad. While we were gone a female office employee was drunk and decided she wanted to run her boyfriend over. She reveresed out of her parking spot and threw it in gear and ran her suv thru my bedroom wall. No she didn't call the police and no she didn't inform maintenance to come over right away...she just left a huge hole in my apartment. We got home the next day and other residents told us what happened. I called the office at least 20 times A DAY about having someone come fix my wall. Noone from the office ever came out. It began to rain and there were explosed wires from a breaker box so I walked to the office to request a tarp so I could tarp it my damn self. After waiting for an hour while a -------- eemployee talked on her cell phone avout the wild weekend she had I got pissed and finally snapped and yelled at her to get her sorry --- off the phone because if I have to wait another minute that phone would ve shoved up her --- needless to say I never got the tarp and almost got evicted. After a week of having a hole large enough that we were able to use it as a door to get in and out of our home I got fed up and called the office 1 last time...I asked when the manager woyld be out to look at itand mmaintenance to fix it and was hung up on I was fed up. I called the fire Marshall who I said hi I ive in balboa and he said I'll be there in 10 minutes what apartment number are you...I never even got a chance to tell him why I was calling ye was so used ti getting complaints from residents. He came out and was livid. Apparently that breaker box with exposed wires was not only a shock hazard but a fire hazard due to the maintenance men working on it instead of electricians. He called a police officer out to take a report and literally stood in my bedroom yelling at the manager who he had a police officer escort to my apartment because she refused to come out when he call ed and asked her to. Apparently the wall where she hit was a support beam. So he condemned my apartment and said we could not atay there until it was fixed. He gave the complex several tickets and said if the electrical and my wall were not fixed in a week the compkex would be shut down completely. The office then refused to relocate us to a new apartment, did not pay for our hotel room, or give us a discount on our rent. We said ---- it and moved and broke the lease. Oh best part of this whole thing is I informed the office tgat we were moving and while we went to drop off a load of stuff to our new home the employees (all of them including the manager and maintenance) were all seen using a key to get into my apartment and taking my stuff like boxes labelled movies, all of our tvs, laptops, and my husbands wallet. They never answered the phone when I called to get ny stuff and were randomly closed anytime we went up there no matter what time of day. And the drunken employee who drove her car thru my house was still living there and working there when I left.”

I'm just glad that I only have to speak/visit them in the office one a month to pay rent. The first day that I moved in, I noticed that there were roaches in my kitchen and bathroom. I told the staff about it but it took entirely too long to get the problem fixed. My husband fixed it himself. The apartments are nice. Parking is a bit frustrating. If I have guests over, they have to park outside of the apartments. If they park inside, without a parking pass, they WILL be towed. Since there isn't assigned parking, everyone parks where they feel like it. Sometimes I have to park far and walk to my apartment. With this Houston heat, I prefer to avoid that.. The apartments overall are honestly not that bad. Compared to other apartments in this area, it's very clean and I'm glad I chose to come here. It's very close to Gulfgate. Everything is a short drive away.”

— 2002 SAN SEBASTIAN CT · Houston“I have lived here for almost a year and i havent had any major problems. just reading the other reviews i can say that there has to be a reason why they find it necessary to say such horrible things about this apartment complex. im sure if your angry enough with access to a camera you can find bad things about any apartment, anywhere. i had some new people move in next door and a few days later i had a few roaches but it was not as bad as other people are saying.i did talk to one of the leasing agents(who speaks perfect english btw) she told me the roach problem was due to the pest control contract being suspended? but she did say they just signed a new contract with someone else. in fact they just came to my apartment yesterday. i did notice however that the maintanence men dont speak english very well but as long as your not completly uneducated understanding them isnt that hard. whenever i go to office i always see them come in and ask if anyone has called for anything. i did overhear once though that they cant finish some jobs due not having the right parts yet?? but personally i dont think thats their fault.. but i havent had any leaks or anything like that. when i moved in they did tell me about the a/c and heating. but i havent had any problems with it so far actually i think i only used the a/c during the summer. i recently havent even used the thing. as for parking i have noticed that most people try to park in the very middle of the buildings. so naturally if everyone trys to park in the same place its going to get full fast. but i have no problem parking on the other side of the buildings. pets. i will say i have seen a few pits around but they dont bother me and i dont bother them.?i have recieved a few letters on my door about the pet feces in the halls and on the balconies but i can say that ive have never come across the problem. but im sure it happens, the apartment complex is in a closed building. you dont usually have that kind of problem with other apartments because their all outside so theirs plenty of room for the animals to urinate on the grass where its impossible to notice. as for noise sometimes i can hear people who are out in the halls but its bareable. ive lived in worse apartments that were located in the better side of town. if you ask me for an all bills paid waterview apartment these are great. i think if you come into these apartments with a bad judement about them then thats all your gonna see. but of corse everyones different and everyone experiences different things. but if you ask me balboa would have to be the best apartment complex ive lived in.”

Getting into Harvard Law is easier than getting a parking space ANYWHERE here. 2. I had a leak in a pipe in my ceiling and instead of fixing the leak, they replaced the grid. They've done this 3 times until I fixed the leak myself on my own dime. 3. None of their employees speak A LICK of English. Communicating with them is absolutely impossible. 4. Our apartment recently got broken into. 2 flat screens, PS3, laptops, our SHOES, MIRRORS, even our liquor out of our fridge was stolen. Someone with a key had to of done it. All our windows were locked, our windows and locks weren't damaged what so ever. Management couldn't of cared less. Infact, the management basically blamed us for visiting our family for so long on Thanksgiving (less than a week) i literally had to BEG them to replace our locks. 5. They have a central heat and cooling system. So they decide when you get air conditioning and heating. I personally like it cool when I sleep. So I'm SOL. 6. The maintence scream and yell at each other right outside of my door in the mornings with no consideration for people who work nights. I've complained about this (and so have several other neighbors) it still continues to this day. 7. The washer and driers in the laundry room RARELY work, and the management doesn't reimburse you when their machines take your money. 8. The manager is a complete -----. I have never encountered anyone as rude as her. She has no respect for anyone. She literally sat on her cellphone and discussed her weekend plans for ten minutes while i waited to talk to her. She finished her conversation then got herself a soda, before she decided to ask me "if I needed something" The only decent thing about these apartments is the fact they are right by the water. Literally that is the ONLY thing about this hell hole that's tolerable. This is the worst renting experience I've ever had. Ever. If rather live in the 5th Ward then have to finish my lease here. Speaking of which, 9.it's 1 month 85% of the next months rent to break a lease EVEN AFTER OUR APARTMENT WAS BROKEN INTO!! 10. And last but not least they decided to raise everyone's rent 100$ starting January 1st. I know "all bills paid" sounds like a dream, I PROMISE you it's not worth it.”

The office manager, Heidi/Velma, OMG! The most ignoramus, unprofessional woman I have ever come across in my entire life and I've worked in banking for 10 years. I've seen genuine ****holes but this staff sets a new standard for rudeness and nastiness. When I complained about bugs I see in the hallway, their response "oh no we don't have that!" I've been here 4 weeks and have seen police called out repeatedly, just this past thursday night there were 5 cop cars at one building. I saw the manager outside and asked her if everyone was ok and did she know what happened: her response 'there were no police here'. They recently posted a notice on my door, 3 weeks ago, about a puppy I was babysitting for my sick grandmother, I apologized for the inconvenience, phoned my grandparents that I and the puppy would have to stay at their house in League City. The office changed my locks 2 weeks later while no one was there. When I asked why, they said they received a complaint the day before about the dog and there was no response back; mind you I have now been in League City for 2 WEEKS AND THE DOG WAS IN MY LAP AT THE VERY MOMENT THEY SAID IT WAS THERE IN THE APARTMENT!! This occurred on a Thursday evening, I was not able to get correct keys until 4 DAYS LATER. This woman does not even live on the property and is rarely there. An associate of mine is a lawyer and found a clause in my lease agreement that would allow me to break the lease because the living arrangement has become unbearable, unsafe, and they perform unauthorized tasks. Oh and by the way, she also is asking for trouble from a personal standpoint. She regularly invites herself in her tenants personal issues. My neighbor said she actually talked to her boyfriend who she shares her unit with, to let him know that his girlfriend cheats when he's working. The woman should be working a taco stand or something but managing apartments is NOT her forte'.. Oh yes the FELONS that live there! We know of two that live in our building, one for kidnapping, another for 2nd degree murder. One actually told me that these were the only apartments that would accept him. The washing machines MIGHT work, you're lucky to not hear your neighbors' business thru the walls, there are so many creepy men that live there and stare at you if you're by yourself (I have actually never owned a gun until I moved here, I am moving out today with no regrets and if you value your safety and health, STAY AWAY FROM BALBOA APTS ON 2002 SAN SEBASTIAN COURT 77058)”

Upon walking the grounds, the first apartment we were shown, in the interest of disclosure, the official, Sarah or Sandra, informed us that the space was previously used by a group for prostitution and that the management finally evicted them. The space was clearly in need of repair and I chalked up the hard disrepair to the tenants' need to avoid prosecution and discovery. As we walked out, I noticed that the apartment front door was in view of the apartment office, because it was roughly 3 doors down in the same hallway. As all the front doors face inward to a central hallway, the "clientele" had to be passing by the office. We were instructed that there was only one elevator in each building...at the office side of the building...until we were led past another door door of stairs and non-working elevator on the way to another apartment. (I later learned from a tenant on their balcony that, except for the one to meet bare legal compliance, the elevators have not been fixed in over a year and the elevators are part of the ongoing issues with the city and fire marshal). Every apartment we looked at was under repair, either being painted or being recarpeted. While this makes me feel wonderfully like they were building me a home for me and mine, I noticed the offhand comment that refurbished or upgraded apartments were more expensive.Are they using the whitewash paintjob as an excuse to jack up my rent? But I continued, assured by my husband that the painting was a good thing and that the maintenance was obviously being worked on. We were instructed by Sarah/Sandra that the apartments provided pool parties, but that the office personnel did not visit them because they were not kid-safe. No money for elevators, but there is money for unsafe parties?? Confused, I rolled over the reasons why I should choose Balboa or one of the other places my family had visited that night and was online looking at square footage and floorplans and pricings. While I found several things I liked about the Balboa, I was still torn. While mulling over my prospects, I came across an article much like this one discussing the lawsuits and such. I was aware of the high number of people who only comment to disagree and argue and accepted the grain of salt commentary but was now wary of the 11% approval rating. The next day, I asked the office manager, Heidi, who commented about her three years of management at the Balboa about the comments I had seen. Having driven all the way from Houston, my husband used the restroom in the office, so I struck up a conversation with the office manager, Heidi. I said I saw an article online "involving the local paper." Without asking which one(there are three papers that have commented on the Balboa at one time or another: Galveston County Daily News, Houston Chronicle, and Bay Area Citizen), she quipped without looking up from her paperwork that she "evicted him because he did not live here". But if he did not live at Balboa, how did she evict the reporter? She did not even know which article I was talking about?!? I have no trust for anything Heidi will tell future clientele. She is purposefully ignoring future customers. She does not live at the apartments and seemd to be less interested in possibly meeting with me and my family as tenants than she was about getting our money. Sandra/Sarah(I missed the name and I really am trying to remember) was called in on her off day and pleasantly showed us around the property since my husband and I had narrowed our choice of homes down to two. Sandra(I feel comfortable with this name) was very talkative and informative, informed me she was new to the office(substantiated by the useless conversation with Heidi), but that she had lived in the complex(the other building) for two years. I learned from the balcony tenant discussed earlier that maintenance is "sorta slow". My ratings are based on the two times my family visited.”

NOT TRUE! my FIRST issue was we had to wait damn near a month to move in. THEN finally moved in and realize everything was HALF ---! Doors NOT drilled in , doors MISSING , handles missing on the restroom cabinets, front door looked like it was KICK IN! Pieces of the cabinets in the kitchen not renovated, shower squirted water EVERYWHERE blinds MISSING --- **called office , maintaince finally came with a sobb story, only thing fixed was the BLINDS! during the period of time waiting for these problems to be resolved a PIPE BUSTED and WATER came out the walls , ALL THE LIGHTS, ELECTRICAL BOX , everything!!!!! called maintance he told us just go back to sleep and they would fix it in the morning! NEXT DAY office was magically CLOSED! Day after we were receiving apologies and "sympathy" and told "i know it smells bad and its wet we'll send somebody to pump the water but we can not do anything with the walls till they dry" "The boss lady"(since i cant put names) did not want to move us, mind you the walls where MOLDING and there 72 hour period was UP! It took the fire marshal coming out for her to move us! This happened sometime during 11/11 btw Then the unit we got moved to has FAMILY ROACHES!!!! And no we're NOT DIRTY PEOPLE! We've lit BOMBS . SPRAYED. HAD PEST CONTROL SPRAY! And there still here! Im unfortunately still a resident to these ROACH infested apartments. It's a NON STOP chain of events here! VERY UNPROFESSIONAL THEY WILL DISCUSS YOUR PERSONAL BUSINESS WITH OTHER RESIDENTS. So there "new management" just suggest we move out since we have so many problems --- AS IF WE CREATED THEM! Maintance must think there a resident to every apartment because they will walk in if you don't answer the door fast enough or are NOT HOME! Not to mention the cops lurk around these apartments looking for drug dealers usually, occasionally for other reasons and the ambulance comes once a month just about and usually at night because of a stabbing, or whatever Balboas up to for that week. Whats the point of 24hr maintance if they dont know how to fix anything or dont come period? You can find them strolling around the apartment complex chilling on the clock! And them and the "housekeeping"/"hall cleaners" standing around whatever crime scene is happening for the month. i feel even when your off the clock walking around with a 40 in your hand is unprofessional around the workplace where you do NOTHING at! You should also know the a/c is controlled by the OFFICE .. its been blowing heat this HOT winter! hopefully you have good health insurance and visit your doctor often because these people here DONT GIVE A DAMN ABOUT YOU! they feel as long as "you have a roof over your head" you should not complain (yeah words from the boss) Ps. maybe if you'll would get your ---- together you wouldn't have to give people money off there rent or free rent and could keep the phone bill paid and your wifi on!”

This apartment complex is nasty, never anything fixed, and the maintance crew is always drunk! The "management" staff all tell you different things each time you call the office We starting moving out and before we were done maintance came in and raided my apartment taking what they wanted and breaking my property yet leaving other items knowing I was coming back! If you value your family at all!!!!! DO NOT MOVE TO THIS ROACH, ANT, AND RAT INFESTED HOLE!!!!”

The first day i moved in my stove wasn't working, i had the same carpet as the tenant before. The worst of all was the hundreds of little roaches that came out everyday around 7pm. My house was full of baby roaches that continue to come out a night time. It takes the exterminator a month before he comes out to spray and the office workers just keep lieing to you over and over. The gate stays broke if you don't get home early enough you want have a parking spot. I don't see why its a waitinglist to move in because once you move here you want to break your lease and move. How want to deal with roaches for a whole year. I keep my apartment clean and i still have roaches because that put me in this apartment knowing it had roaches. I'm Pissed Off.”

Management has been rude and seems very disconcerned with issues the residents have. When repairs are needed, they are not performed in a timely manner. The Maintenance team leaves doors open & lights on in the units when they are finished. The other day when I came home from work, the unit next to mine is currently empty & maintenance had been performing repairs & clean up, the outside door was left open all night. Rent checks including mine have been lost and we've had to provide proof the check was deposited by Plum Creek into their account. I love my apartment itself, if only the issues that go along with it could be solved.”

After 6 months being away, my family had to move back to Houston and we chose Plum Creek Townhomes again. we were on the waiting list for a 2 bedroom apt almost three months, office staff was very friendly and they explained the process of the application since this property is tax credit it takes longer to get approved than a conventional apartments. The apts are nice and affordable for low income families they are income restricted but its worthed.”

Now the new management is rude and very disrespectful. The answer for every complaint is that the management over them is aware of what s going on. The Maintenance Man lived on property but it always take 2 to 4 day to fix issues & the always "Half Fix" everything!! Continuously my cars have been vandalized on property and broken into once. The office none accommodating to resident who work 9 to 5, the office is opened daily from 10am to 5 pm but gone to lunch from 12 to 2:30 sometime 3; also the office is closed on the Saturday which means you never really get to go into office and speak anyone. Not to mention the office phones are always on voicemail. The townhomes are gated but for what good the games constantly stay broken for months at a time~that another issue that corporate is aware of. The parking is HORRIBLE sometimes I get home late I have to park about 2 building over from mine. And I found out 2 weeks ago someone with management forged my signature for my lease. I have known 3 ppl to move out in the last 3 month and I m looking myself now . I recommend you Stay away, the management alone if my primary reason for moving”
